Conservative scholars find loophole in wording of Obamacare--could send it back to court or Congress

A pair of conservative scholars believe they might have found a loophole in the wording of the Affordable Care Act which could wind up sending the law back to court, if not Congress.  In their paper, authors Jonathan Adler (Case Western Reserve University) and Michael Cannon (the Cato Institute), contend that the exact language of the law circumscribing the funds used to subsidize the state-run health exchanges now stands to severely undermine the rest of the law in light of how many governors have said they won’t be setting up these marketplaces in their states.
