(RCP)- Secretary of Homeland Security Janet Napolitano has a hard time answering why we can not seal the southern border:

Well, um, it’s, uh, it is, you know — look, uh, look there is secure and there is seal and sometimes I think in Washington, D.C. people use the terms interchangeably. You can not seal a border. You can not seal the Tuscon sector, you can’t seal this sector
