The coordinating party, could be an NSC staffer, the Military Aide or a member of another office, let's say Press Secretary. The NSC facilitates the call between all parties and world leaders. Once all of the "principals" are connected, there are White House staffers (normally NSC) assigned to listen, monitor and develop transcripts. In my time in the Clinton White House, I occasionally did that but there were ALWAYS NSC staffers listening and providing transcription.

Bottom Line: the leaks of confidential conversations are coming directly from the NSC. No possible way otherwise. Who runs the NSC? General McMaster. In the military, when people down the chain of command break the law, the fault lies at the top. Something's going on in the NSC designed to end the Trump presidency. The leaks are coming from the NSC. Do the math.

• Alperovitch was forced to retract statements in a report blaming Russia for hacking Ukrainian military equipment - a failed attempt to smear Putin.
• Alperovitch, along with White House Leaker Evelyn Farkas and Ukrainian Oligarch Victor Pinchuk, are all senior fellows on the Atlantic Council - which is vehemently anti-Russia.

Should the WikiLeaks staff be prosecuted?

While US state department restricts employee access to secret files... you can be sure that the WikiLeaks' staff is busy poring through an unimaginable glut of our secret documents (I understand it's documents that are all recent and not years old).

The need to sort through it all was clarified by WikiLeaks founder Julian Assage: "To have impact, it needs to be easy for people to dive in and search it and get something out of it."

And it's not just U.S. documents as the Jerusalem Post has noted:

Assange noted that Wikileaks also has material on Russian companies and politicians, pharamceutical companies, industrial espionage by the US, the energy industry, environmental issues, and finance.

Staff problems have exacerbated the ongoing analysis of all this data including the defection of some staffers who objected, on moral grounds, to the previous revelations concerning the wars in Iraq and Afghanistan.
