How "FTC" became "The Reagan Doctrine"

How Dr. Jack Wheeler's childhood dream when he was only 13 led to 6 months in countries like Northern Pakistan, Nicaragua, Angola, and Mozambique and the birth of the "Reagan Doctrine" on November, 1983. I was particularly fascinated by this recounting since Jack is an old college friend from the University of Hawaii in the 1960's.
The Wall Street Journal called him "the originator of the Reagan Doctrine". The Washington Post called him "The Indiana Jones of the Right".
Can you guess what "FTC" stands for? (Hint: last two words are "the communists".)
